The meeting of the Johnson County Recreation Board was called to order at 6:30 p.m. by Jack Tarter in Buffalo, WY at the Johnson County School District #1 Administration building.

It was moved by Ron and seconded by Lisa to approve the agenda. It was moved by Ron and seconded by Vikki to accept the minutes of the June, August and September meetings.

Jack presented the financials as of October 9, 2017. Jack noted that there is a tax protest in the amount of $51,362.60 and that there could be another protest looming for another $50,000.00. Both of these protests could drastically affect the amount of grant funds. It was moved by Lisa and seconded by Ron to approve the financial report.

Mike Knebel was recognized as a community member present at the meeting.

Under old business, the Board discussed the Summary of the Feedback on Johnson County Recreation Priorities from Amy Albrecht’s report to the board. Nicole noted that the report is not a strategic plan. The Board acknowledged that it was not but did accomplish what the Board had asked Amy to do by getting feedback from The City of Buffalo, The Town of Kaycee and the Johnson County Commissioners. Nicole wondered if we needed to move forward with a more formal strategic plan. After some discussion, Vikki made a motion seconded Lisa to table the discussion until all board members could be present.

Under new business the Board discussed a grant inquiry from the Buffalo Police Department to purchase hunter safety rifles for a Hunter Safety Program. The Recreation District Board purchased rifles for a program offered by the Johnson County School District. Jack will ask the Sheriff’s office if they could partner with the current programs or request to borrow the equipment. The City of Buffalo requested $24,600 for the painting of the outdoor pool. The Board approved a grant request for the painting of the outdoor pool if the City could raise ½ of the funds. It was moved by Lisa and seconded by Vikki to approve this request. Lisa advised the Board that the City Clerk, Julie Silbernagel, advised her that the project had come in under the estimated cost. Nicole amended the motion and it was seconded by Lisa to approve up to $24,600 but no more than ½ of the cost of the project. Lisa will contact Julie for a final accounting.

Mike Knebel asked the Board how the website worked and asked if there were any enhancements that the Board would like to look at before the next grant cycle. Lisa asked the Board if we wanted copies of the checks and vouchers added to the web site. After discussing the matter, it was decided that the checks would not need to be added to the applications and that Mike and Jack would meet to discuss whether the vouchers could be added to the website and the organizations could pull the vouchers from the website instead of mailing them.
